No, they should be outside of the headers. It'll provide anchors so that any shortcuts can link to it. See mw:Help:Extension:Translate/Page_translation_example. Minorax (talk) 02:52, 20 August 2023 (UTC)Reply
I believe Minorax is correct, because of the semi-recent feature enhancement (phab:T62544) whereby the header-wording in the original-language is now automatically available as an #anchor in all translations, without needing to manually add {{anchor}} templates everywhere.
Before that point, it was (IMO) a subjective decision, with pros/cons to each formatting method. (E.g. just marking the words and not the wikitext-markup made it easier to restructure a page later on, but also made it harder for translators to understand the context of the text-fragment within the UI). This new change adds a significant enhancement to the method that includes the wikitext markup.
Tested and confirmed at mw:User:Quiddity_(WMF)/sandboxtranslation/fr where the first heading (with markup included) has the English version automatically anchored, and the second heading (without markup) does not and would require a separate {{anchor}}.
