How should this function be implemented for Japanese, where counters can migrate to modify the verb?
リンゴ 二個
= "apples two"
but リンゴを 私に 二個渡して 下さい
(non-idiomatic but I think grammatical) = "apples-OBJ me-DAT doubly-pass please".
edit: Compare ロシアは 大陸に 二つ股がっています
= "Russia-TOP continents-LOC twice-does-span"
to the explicit ロシアは 二つの 大陸に 股がっています
= "Russia-TOP two-GEN continents-LOC does-span". Again, I'm not sure which is the idiomatic construction in this case, but in many cases it's the former.
There's also the question of looking up the right counter word, for which I've started a discussion
